Does anyone know what movie this is?

idr the whole story line, for i watched it ages ago, but i do remember it was something of a controlling mom who did not want her daughter going to this one place, which the daughter incidentally went to, with a boyfriend(?) or male character and this place was owned by a really creepy guy who basically held girls captive and electrocuted them to entertain crowds of people, and he did it to them so much they turned brain dead and eventually died, and the girl discovered her sister was one of the girls that was being used, it turned out her mom got angry with her and sold her to the creepy man, so upon some conflict, the young girl basically traded her mom for her completely damaged sister, who i think died but i'm not really sure...i saw this movie about 5 years ago at a holiday inn on cable. It was midnight and i would love to know what movie it was, i googled for it for a while with no success.
