WTF IS THE DIALER STORAGE ON MY HTC INCREDIBLE? AND CAN I DELETE IT? ITS FILLING UP MY PHONE!!!!?

THE stupid low storage thing keeps popping up on my screen and I can't keep deleting all the stuff on my phone to make room the biggest thing on here is the dialer storage! Wut is it and can I clear the data or delete it without screwing my phone up?
